PROJECT CONTROL Job Description Senior Project Controller provides program financial and strategic leadership to entire program control team. Senior Program Controllers engage clients and executives to ensure compliance with U.S. GAAP, SARBOX, and FAR and other pertinent government regulations, to perform various financial and contract management functions. This includes defining financial management processes and reporting; trend and variance analysis; and establishing key performance indicators and engagement metrics. Responsibilities • Develops, implements and monitors Unisys policies and procedures to ensure proper contract set-up in system to properly classify contract by revenue recognition type. • Coach project managers with accounting concepts applicable to their projects; functions as a liaison with Program Manager/Partner providing rate and budget information, and utilization and chargeability metrics. • Responsible for the direct management, including training and mentoring, of the Project Control staff engaged in various financial functions such as budgeting, auditing, forecasting and analysis. Performs a full range of managerial duties for employees under supervision including recruitment, administration, performance reviews and career development. • Works with Services Principals, Managers and various Business Unit personnel to provide guidance and expertise throughout the lifecycle of a services engagement, including review of RFP requirements and being a key participant in a development of a bid (solicited or unsolicited). • Participates in contract kick-off meetings, bid planning meetings, team meetings, off-sites, quarterly contract reviews, as required. • Defines/establishes internal and program control processes: identifies requirements, responsibilities, Revenue Recognition requirements, and develops financial reporting package. • Assists in the accurate development of the EAC and ETC, balance sheet analysis, and invoice generation; understands and can explain variation with regard to monthly actuals. • Analyzes key metrics, supports monthly financial reviews, engages teams, and advises executive level management in decision making. • Prepares clear and concise monthly/quarterly risk memos to Accounting and external auditors. • Functions successfully with limited supervision. Requirements: Basic Requirements 1. US Citizenship – No visa’s or greencard holders as we are a government contractor and these folks will be heavily involved in all the day to day details of any contract or program they are supporting. Clearances cannot be held at this time. 2. Education – Degrees in accounting and/or finance only. 3. Background – Candidate have at least 7 years of government contracting from companies such as CACI, SRA, CGI-AMS – These are especially good for us because of their size is similar to Unisys Federal Systems. NG, LM, Nortel Gov’t, AT&T Gov’t, Accenture, Booz Allen, General Dynamics, Raytheon, BAE are also very good. 4. Experience – We need a MINIMUM of 7 solid years experience doing, performing, utilizing, creating, developing the following… a. Project/Program COOs / Controllers (meaning they are the center of the program and they interact with Accounting, Program Managers, External Clients (DoD, Civilian and Homeland Security), Contracts, Pricing and Procurement b. GAAP c. FARs d. Revenue recognition e. Budgets f. EAC/ETC (both are needed as the are NOT the same) (NOTE: This is not 7 years experience total – this is 7 years experience in prog/project control as described.) 5. Desired – CPAs would be extremely nice to have as well as CostPoint/Deltek and Excel w/ pivot table experience. 6.
