Consultant will provide end-to-end services in the areas of Business Intelligence and Data Warehousing, including data integration, database design, reporting and analysis. The ability to provide such end-to-end services is a key differentiator for Leading Edge Consultants.

Essential Duties/Responsibilities

- Re-platforming of Health & Scientific Systems Database & Datawarehouse as well as associated Data Management services such as Tools for queries/reports/analysis, and ETL services for loading external data and data extract creation for 3rd party customers and partners.

- Partner with the business owner and business project manager to review and agree on requirements, scope, prioritization, and an iterative product development approach.

- Identify issues, conduct troubleshooting and root-cause analysis, and recommend solutions that resolve both short-term/long-term issues related to technology architecture.

- Provide management oversight to the 3rd party design and development teams.

- Partner with QA leads to insure proper level of text scripts and insure that the technology team executes test scripts prior to formal systems integration testing.

- Work with current application owners to coordinate and facilitate migration of data of from existing applications & databases to new database/datawarehouse platform.

- Work with business owners to design, develop, and test the tools/solutions used to import data from 3rd party data providers and to execute the associated business rules.

- Partner with peer IT managers to coordinate the scheduling, design, development, testing and implementation of application data interfaces with the application system

- Communicate status to senior IT management, proactively calling out any current or potential issues and risks regarding technology or process.

- Integration of the new Health & Scientific Database with the replacement systems for process mapping and process management

- Replacement or new installation of the following: current data exchange and cleansing tools, current datawarehouse querying, reporting, and extraction tools.

- Responsible for ongoing system support and enhancements and play lead role in capital projects as business needs and opportunities arise.

- Work closely with the client manager and account team to identify and understand clients' healthcare information needs.

- Assure that data management projects are delivered on time, fit for use and within budget.

- Develop, maintain and document database design and data enhancement specifications, and present these to the client.

- Instruct clients on database structure, data quality, documentation, and software applications.

- Assist the analytic consulting staff in evaluating the usability of the health & scientific databases.

- Recognize and manage out-of-scope activities so appropriate actions can be taken to reset client expectations or obtain additional revenue to support the work being done.



Qualifications

- Incumbent needs to be a dynamic, pro-active team member with the ability to establish a successful delivery record and credibility within the business.

- Manage technology project teams with up to 12 members, most of whom may be offshore resources.

- Ability to architect technology platforms and solutions.

- Analytical thinker with strong problem solving skills and ability to effectively articulate problems to others.

- Proactively identify and communicate process or technology problems.

- Define technology solutions and implement solutions to address both short and long-term issues

- Effectively deal with 3rd party solution and resource providers.

- Cross-functional skill set with willingness to backfill for peers when called upon.

Education

- Bachelor's degree in healthcare-related field, engineering, social sciences or computer science.

- 3-5 years healthcare information/claims processing and/or strong data processing, database building skills.

- Minimum 5 years systems analysis and development experience

- 2-4 years experience managing technology development teams utilizing at least 3 of the following (Cognos, ETL Tools, Datastage, Java, Web Services)

- Prior success in leading a business critical replatforming or migration of a Customer Database/Datawarehouse

- 2 years health care industry information systems experience preferred

- PMP or equivalent highly desirable
