VDC (the VA Distribution Center) currently uses an out of date system to manage their inbound and outbound processes and inventory management. The inbound processes include inbound shipment planning, buying and receiving goods, palletizing and performing put-away, assuring quality of goods, and performing cycle counting. The outbound processes include data entry and receipt of customer orders, planning outbound shipments, picking, staging, performing quality control and shipment manifesting with the use of radio frequency interfacing. The VDC processes include an on-site Quality Assurance Laboratory and field testing. There are system interfaces with PeopleSoft, the agency financial system, and eVA, the state-wide e-procurement system.
VDC needs to replace the current system. The plans are to issue a Request for Proposal (RFP) in order to identify and select a replacement system. The desire is to find a developed system that closely fits the needs requiring minimal customization. DGS needs a person to work with a team in developing and reviewing RFP responses and helping with the system selection process. This person should have considerable experience in selecting and implementing warehousing and distribution systems; ability to assess existing warehouse and distribution operations against industry best practices; and strong understanding of: - layout of warehousing and distribution centers - warehouse management systems planning - warehouse management systems integration, workflow, throughput and capacity planning, and project implementation Tasks include: 1. Review current organization and environment, business practices and existing systems. 2. Review RFP draft requirements and advise 3. Participate in pre-proposal conference 4. Review RFP responses from vendors Estimates: Tasks #1 and #2 above – 4 weeks (160 hours) Task #3 – 8 hours BREAK OF APPROXIMATELY 2 MONTHS Task #4 – 12 weeks (480 hours) Totals of 648 hours. **Note that there would be a break between tasks #2 and #4 of about 8 weeks with the exception of task #3. **Therefore, local candidates required.
