Position Number: 00645 Role Title: Policy & Planning Specialist II Pay Band/Range: 5/ $43,000-$62,000 Office/Unit: OTP/ Policy Development Open Date: April 28, 2009 Location: Richmond (City) Recruit Type: General Public Closing Date: Opened Until Filled The Policy Development Unit seeks an economist to develop revenue estimates and policy implications for proposed and enacted state and federal tax legislation. The Economist will research, collect, verify, forecast, analyze, and interpret tax, fiscal and economic data. Duties also include development of methodologies and research methods to determine revenue estimates and answer inquiries concerning tax and fiscal issues. The Economist will write issue briefs, memoranda, revenue impact statements and reports concerning the impacts or various tax issues and proposed legislation. The economist will gather, verify, and assemble data for inclusion in the department's Annual Report. Qualified applicants will have considerable knowledge of micro computers, PC SAS user experience, pertinent software packages, and statistical techniques; knowledge of economics/public finance theory; and some knowledge of the legislative process. The successful candidate must demonstrate an ability to interpret complex technical issues both orally and in writing; to research, analyze, and resolve complex issues; work independently and in a team environment; meet deadlines; handle priorities effectively; and maintain professional work relationships with persons at all levels. A college degree in Economics, Business Administration, Public Policy, or related field is required. Graduate work and/or degree preferred; entry level policy, economic or tax research experience. The anticipated hiring range is $43,000-$62,000. The selected candidate will be prohibited from performing tax or accounting services for compensation during or outside business hours. A background investigation including criminal history, tax records and DMV check (if applicable) will be conducted.
