Seeking a qualified program evaluator for Accelerated Adult Learning for College and Career Readiness, a two-year (with possibility of a third year). Initiative is to target the early stage of intake, pre-enrollment advising, and pre-college/preworkforce readiness for developing, demonstrating, and disseminating an innovative model that prepares adult and dislocated workers for success in postsecondary education and the workplace. This project requires comprehensive formative and summative evaluation that will provide recommendations for program improvement, verify completion of objectives, and document process and outcomes. A table showing the outcomes and performance measures and the draft evaluation plan submitted in the College’s FIPSE proposal are included at the end of this document. A key responsibility of the evaluator will be to document the process and context of project development and implementation. The evaluator will monitor the process end to end and write the story of how this educational endeavor came to be, what it was, what it accomplished, and how. In this regard, the evaluator will document answers to questions such as: It is expected that the evaluator will attend onsite project meetings including planning and leadership meetings starting with the kick-off of the project, and will attend the first-year FIPSE Project Directors Meeting. As the program goes live with students participating in Year 2, the evaluator will provide intensive early formative evaluation, including gathering feedback from a sample of students within weeks of the start up and along the way. The evaluator will develop student satisfaction surveys, exit interviews, and other instruments deemed necessary and provide guidelines for administering them. The evaluator will consult with these administrators to identify and set up the necessary tracking and data collection processes to measure/document outcomes. The evaluator will analyze and interpret data and prepare quarterly, annual, and final project reports through December 2011 (and possibly 2012, should the college receive funding for Year 3). The evaluator will also provide an end of project value-added analysis of benefits of the project to the participants, the College, and the community, which may include an investigation of any change in earning potential of students, the value of the program to overall marketing efforts of the College, and economic impact in the community. The evaluator should have experience in evaluating programs in higher education and/or FIPSE-funded projects. All activities related will take place on PVCC campus. |
